How to Choose: The Condition Assessment
Overlay Works When:
- Cracks are surface-level only (less than 1" deep)
- No alligator cracking (interconnected pattern = base failure)
- Drainage is adequate (no ponding water)
- Existing surface is level (no major heaving or settlement)
- Curb height can accommodate 1.5-2" of additional asphalt
Mill and Fill Works When:
- Surface damage is moderate but base is intact
- Some areas have alligator cracking but it's less than 25% of total area
- Drainage needs minor correction
- Curb height is a constraint (milling removes old surface first)
Full Reconstruction Required When:
- Alligator cracking covers 25%+ of surface
- Base material has failed (soft spots, pumping under traffic)
- Chronic ponding water due to grade issues
- Subgrade problems (expansive clay, poor compaction)
- The lot has been overlaid before (you can't stack overlays indefinitely)

This is the metric that matters — not total cost. It tells you the annual cost of each option over its expected lifespan:

Overlay on a bad base = money wasted
If you overlay a lot with base failure, the cracks will reflect through the new surface within 2-3 years. You'll have spent $100K+ for a 3-year fix. Then you'll still need full reconstruction — total cost: $100K (failed overlay) + $300K (reconstruction) = $400K instead of just $300K.

Maintenance: Extend Any Option's Life
